You can’t compare spending of the countries from different years. The comparison should be from the same year across the board not 2008, 2005, 2003, 2007, etc…
I’m sorry to disagree with Jack, but anyone who considers the US the “freest” nation clearly has no international perspective. Tell people in Canada, England, Australia, etc. that they’re not as free and they’ll either laugh, think you’re ignorant, or point out phone taps, etc.
